The market opened 1/4 of a cent lower for all deliveries as compared with Monday's closing quotations."

Early in the morning the market ruled quiet. Despite fair en- and speculators quiries for "spot" Rubber by consumers dealers showed little inclination to trade either way, prefering to await further developments.

"

Later in the session, however, the market turned steady on fair buying interest for trade and speculative accounts, caused by an im- -provement in the European political situation as well as by a grow- ing belief that the IRR. Committee at their next meeting on May 16 would leave the permissible export-quota for the third quarter of this year unchanged from the present rate, unless a substantially higher price-level would be reached and maintained.

The market gradually moved higher by 1/4 cent for all deliveries, closing with a steady undertone.

Market quiet,

Rubber stocks held in the United Kingdom showed a decrease of 184 tons for the week ending April 15, 1939.

NEW YORK COTTON

Opening prices were the lowest recorded for the day. This was due to selling by foreign interests and also owing to a lack of de- mand from domestic sources. Later in the session, however, values recovered from the early setback, with "spot" houses as the principal buyers. The best levels for the day were short-lived, as the market reacted partially towards the close. In spite of to-day's steadiness, the technical situation of the market has not shown much improve- ment. Traders are still adopting a very cautious attitude owing to the uncertainties surrounding the Administration's farm programme. NEW YORK RUBBER

At the opening, the market, was extremely quiet, with prices moving, within a narrow ranga. Later, however, with offerings from abroad scarce, values moved upward. The closing prices were around the best levels for the session. The tone at the close was steady. and higher prices are expected.

Trading was quiet in a dull and featureless session. Late in the day, reports of beneficial rains in the South-West caused liquida- tion.
