LONDON. March 30 (Reuter)—Addressing the House of Com- mons yesterday, the Prime Minister, Mr. Neville Chamberlain, said: "The House will remember that in a recent statement I announced that every aspect of our national life, including na- tional defence programmen, would be examined anew.

"The Government has given con- sideration to the position and has come to the fallowing conclusions:
