TIENTSIN, Mar. 8 (Renter)-A leading local busi- nessman, who was interviewed by Reuter's correspon- dent, expressed the opinion that the objects behind the new trade exchange control regulations would appear to be to force the acceptance of Federal Reserve Bank notes by foreign banks and to give them an exchange value which at present they did not possess.

Routley Accused Of „Alleged Assault

Evidence was heard by Mr. Q. A. A. Macfadyen at the Kowloon Court yesterday of an alleged assault on the per- son of Wong Man-ming, owner of the Hung Lee Dairy, on February 15, by W. G. Routley, land bailiff, of the P.W.D. Routley appeared on a summona. while Wong charging assault,

Mr. E..H. Williams, Crown Coun- sel, is conducting "the case for Routley, and Mr. J. M. D'Almada Remedios is representing Wong.
Dr. C. Petrovsky, of the Kowicon Hospital, stated he treated Wong. The injuries were not severe, and were consistent with injuries re- ceived from a blow of a fist.
Wong Man-ming stated that at 3.30 pm on February 15, Routley came to inspect a stream on his farm. The land ball spoke of a *** channel that, had been constructed,}'

STRUCK ON CHEST
As witness was walking in front, Routley suddenly pulled him back by the shoulder and struck him on the chest with his fist. Witness was then struck on the face and, when witness fell down, he was also kicked.

If foreign governments allowed their nationals to agree to the new regulations, it would be tantamount to admitting the right of the Pro- visional Government, which they did not recognise, to control trade in North China and would un- doubtedly lead to the elimination of foreign interests that had been built up over a number of years.
"Manchukuo is the sign post which all can read," said the speaker, "and although the new regulations have been framed in such a manner as to secure the co-operation of foreigners, there is no doubt that the ultimate object is to eliminate foreign interests for the benefit of Japan. The only remedy appears to be adequate retalia- tory measures against Japanese trade by the Home Govern- ment."
