VATICAN CITY, March 3 (Reuter)-Cardinal Eugenio Pacelli was elected Pope by the Conclave of Cardinals. Cardinal Pacelli was the late Papal Secretary and will how be called Pope Pius XII

His election was announced by Cardinal Caccia Dominioni, one of the Curial Cardinals. A few minutes after. Pacell himself ap- peared on the balcony to the sound of the Papal Marcie played by silver trumpets, while the crowd in the square shouted: "Long Live the Pope."

Last May, Justice (now Lord Justice) Goddard held that a state of war existed in the sense in which an ordinary commercial man would use the word war, “without going into the niceties of interna- tional law."
