LONDON, FEB. 23 (B.W.S.)—The Prime Minister, Mr. Neville Chamberlain, made an eloquent appeal for co-operation by the whole Empire when he spoke last night at Blackburn on the policies being pursued by the Government.

A considerable part of his speech was devoted to domestic affairs, including unemployment and the position of the cotton Industry, but the Premier also dealt with the Government's policy in relation to foreign affairs and delence.
