TOKYO, (By Mail, Reuter)-Japan will tell the United States and Great Britain' shortly that she is agreeable to entering into direct negotiations with them, but not in an international con- ference, regarding the modification of the principles of the "Open to Informed Door" and equal opportunity in China. according sources in Tokyo,

The United States and Britain must first, however, assent to a number of conditions, including complete freedom of world.com- merce, freedom of residence and travel for the Oriental races, abolition of tariff barrier and import quotas and free access to raw materials essential for National existence.

Acceptance of these conditions, it is said, would remove all causes for concern on the part of the Powers regarding East Asia,'
