Shanghai, Dec. 20.

The smallpox epidemic, which is now spreading in alarming man- ner, has already claimed a number of foreigners among its victims.. In spite of all precautionary measures taken by the health au- thorities 251 new cases among the Chinese population were reported last week as against 152 cases in the preceding week.
