THE EIGHTH PAN-AMERICAN, CONFERENCE, which opens here 10-day, is regarded as the most important meeting of the 21 American Republies ever held. Recent European political developments and at-- tenipis at economic penetration of the American continent by Euro- pean and Asiatle totalitarian states have greatly strengthened the de- sire for solidarity Yelt among American states.

Expression of this desire will be given by proposals, among others, for a League of American Nations, an Inter-American code of peace, an American court of International Justice and a declaration refusing recognition of conquered territory.
