After several weeks of commotion and disorganization, the body in charge of the Shanghai refugee relief started to work on the question of making the refugees self-supporting in order that they could maintain their self-respect instead of depending entirely upon the charity of their fellow-men to keep them and their families together. No opportunity to secure instructors in crafts and trades was neglected and, apart from public volunteers, many of the refugees themselves were encouraged to act as teachers.

By this means, a nucleus of the Refugee Instruction Centre was formed, and instruction was given in petty crafts, such as basket- making, etc. The improvised classes grew in number and the whole outlook in life of the refugees was changed when the products of their newly-acquired skill for to many of them the trades were entirely new began to bring them a small income. With new Inter- ests introduced into their miserable, and painful memories, they showed a marked Improvement in disposition and demeanour and even became self-supporting to a considerable degree. At the end of a few months, certain of the refugee camps were run almost entirely by the occupants themselves under expert guidance.

The arrangement of Refugee Exhibitions and Fairs, combined with propaganda for the widespread sale of refugees' products, formed the most Important feature in the scheme, such exhibition-fairs usually proving very popular and bringing in substantial funds, with little expense involved. At the exhibitions were given demonstrations of the process of practising various crafts, such as toy-making, basket- weaving, knitting, etc., by refugees, mostly.children, who enjoyed this opportunity to display their skill,

So far as we know, Hongkong has not had a Refugee Exhibition- Fair but it is quite possible that the Emergency Refugee Council will take this matter up in the not distant future.

The Emergency Refugee Council, it is pleasing to note, is seriously tackling the question of giving work to refugees at the Kam Tin Camp. The committee was asked recently by Father Ryan, who is Administrator of the Camp, to endorse the payment of 3 cents worth of extra food a day to refugees who do, voluntary work about the Camp. Though it is the Emergency Relief Council's polley to pay re- fugees only for work done out of the proceeds of the sale of goods made in the Camp and not to make such, payments" out of general funds. the Camp Administrator's suggestion should be endorsed owing to the difficulty of starting craft work in a camp of the transitory nature of Kam Tin. where there is no accommodation for workshops. The committee also decided that the Government should strongly be urged to pay the refugees for the sanitary work which they are doing In place of the sanitary coolies formerly employed at the camp:

In conclusion, it is of interest to note that the Chinese people are taking a keen interest in the" refugee problem. That they are donating generously is evidenced by the announcement that Mr. Hsu Shih-ying, Chairman of the National Rellef Council, who was formerly Ambassador to Japan. has given a donation of $50.000. Let us hope that they will continue to give freely.
