The market opened 1/4 of a cent higher for all deliveries as com- pared with Wednesday's closing rates.
Shortly after the opening the market ruled, steady in sympathy with the better sentiment displayed on the New York market due to Lae improved internal political outlook in Frante as well as to the upward trend of the London-New York cross-rate and the New York sock-market. Despite these favourable conditions, speculators were somewhat hesitant to enter into fresh commitments due to reports of abour-oubles in the Automobile industry, pretearing to awilt fur- ther developments. However, fair enquiries for "actuals" were in evidence.
Subsequently the market became easier on some liquidation and profit-taking, prices declining by 1/8 cent for all deliveries. Closing tona was very dull

"Part Of Country's Major Defences.
Something of the part which transport must play in the de- funces of Britain was revealed by Mr. Burgin, 'Minister of Transport, in a speech in London recently, Addressing the Liberal "National Forum, at the National Liberal Club, he said:
"Just when the crisis looked like, reaching a state of being actual, a nntification reached me that had the test come transport would have been one of the Government. Departments which would have had to have held within its graso part of the major defence, of thes Homeland."
"It would have been, my lot not nierely to evacuate London · and every other centre of population: not merely to transport food, but to have switched "such transport from the ports of the East Coast to the parts of the West. to have fed London from somewhere that hitherto had not known the dis- charge of a food cargo, "and to have moved the Army from one noint to another in the United Kingdom,
EVACUATION PLANS "There is a third of the popula- tien not directly likely to contri- bute to the defence of an area, but which would constitute an element of Itability and so the broad scheme was that a third of the population of London of 9,000,000 would reou!re evacuation."
For 3,000,000 to move out of in area like London would, in peace- time. be terrife, and in an emer- gency. enormous.

The market opened with the tone very quiet and prices through- out the day moyed within extremely narrow limits, with lower Liver- pool liquidation and switching being on-set by some speculative try. ing and better Bombay cables. Later, the market turned featureless and finally closed with the tone very quiet.
NEW YORK RUBBER
Prices opened lower on lower advices from abroad, but the market later turned steady on foreign and dealer buying and prices finally advanced on light covering. Figures of deliveries to the mills for November were surprisingly heavy. Towards the close, there was an lively interest in the spot market and sellers were cautious.

CHICAGO WHEAT
Encouraging cables from abroad caused an early advance, which was further enhanced by good cash and mill absorption, together with a fair amount of December covering. There has been no moisture relief in the Winter wheat belt. There are rumours that British zill- rs are purchasing substantial quantities of United States hard Win- ter wheat.
