Washington, November 20.

That it is "highly important' that the Fleet should be manned as soon as possible to full war strength is the recommendation of the Secretary of the Navy, Mr. Claude A Swanson. in his annual report.

Mr. Swanson declares that there is a necessity that the Navy should be immediately available 1 an emergency due to the "pre- sent disturbed international conditions," and polnis out that sub. marines are the only craft at present fully manned.
