It was for this reason that this method öf warfare had been uncompromisingly condemned by the Conference for the Reduction and Limitation of Armaments in July, 1932, and by the May Council of 1937 and by the Assembly of the same year.. IN THE DISCUSSIONS, the Greek delegate recalled what many had perhaps forgotten, that the prohibition of the lambing of civilians was a well-recognised and established principle of international law. It was a rule already in force which all Governments were bound to respect.
