PRAGUE GOVERNMENT WORKING ON PLAN WHEREBY COUNTRY WILL BE DIVIDED INTO MANY CANTONS

Sudetens To Have Three Regions: An Independent Diet

KUNDT NOT AN ENEMY

Prague, August 31.

It is understood that the Government is working on a plan. based on the Swiss Constitution by which the country will be divided inta a secre of cantons, including three in Sudeten German regions. The Sudetens will have an independent diet, as will the Bobe- mians, Carpathian Russians and Slovakians. The general Parliament in Prague. to which delegates from the cantons will be elected, will deal with questions affecting the whole country and also general fin. ance; foreign affairs and defence.

All these proposals. however, are still in the clémentary form, and before they can be discussed in de- tail with the Sudetens the question of principles laid down by the Sudeten Deputy. Herr Kundt, must first be solved--(Reuter),

It is learned in well-inform- ed quarters that, following the Cabinet meeting, the position of France, vis-a-vis Czecho- slovakia, remains unchanged. and that France will executed all obligations under the pact with that country.
