Opening the "Bridge of "the Thousand Islands" linking Canada and the United States' across the St. Lawrence River, 70 miles south of Ottawa. President Roosevelt yesterday said: "This bridge stands as an open door: there will be no challenge on the border and no guard will ask for a counter-sign. Where the boundary is crossed the only word must be: "Pass, friend!***
