Shanghai Being Isolated

By Japanese Refusal To Allow River Dredging

London, August 4.

In a letter to The Times today, Mr. Edward Mackay, former chairman of the 'Shanghai Chamber of Commerce, says that with re- gard to the refusal of the Japanese military authorities to allow the Whangpoo Conservancy Board to continue dredging the river be- tween Woosung, and Shanghal, deep-draught vessels, most of which are British and American, will soon be unable to reach the port..

He

says he understands the Canadian Pacific and President liners have already intimated their intention to omit calls..

No reason is advanced by the Japanese for their action which. with the fighting area far removed from Shanghai, cannot be justified.

The Japanese may have in view development of Woosung as a port to cater to the valuable export and Import trade of the Yangtse northern and southern ports, leav Ing Shangbal high and dry, says Mr. Mackay or they may wish to develop Tsingtao as such a port. ISOLATING SHANGHAI

Closing tone was quiet, but steady.

It would appear that the trend of the market in the immediate future will be largely dependent upon further developments in the Far Eastern political situation. It is also of interest to note that the difference between October-December and January-March positions has now widened to 5/6 cent and as a further widening of this dif- would ference is expected with the approaching delivery-time, it seem to be advisable not to unnecssarily delay switching operations to more distant deliveries.
