AND HOSTILITIES ON THE VARIOUS FRONTS IN CHINA BROUGHT TO AN ENI IF NEW PROPOSALS FOR SETTLING THE CONFLICT, REPORTED TO HAVE BEEN DRAFTED BY THE JAPANESE FOREIGN OFFICE ON MONDAY, ARE ACCEPTED BY THE CHINESE NATIONAL GOVERNMENT.

The proposals are five in number and reveal a certain vollé face in Japanese policy regarding the conditions for terminating the “China Incident." a

The five points are stated to be:

ALL JAPANESE TROOPS TO BE WITHDRAWN from Chinese territory and all independent local governments constituted since the opening of hostilities to be abolished. China shall not station troops in the areas given up but may organise Peace Proservation Corps (the number to be determined by mutual agreement) to police such areas.

(2) THE INDEPENDENCE OF MANCHUKUO to be recognised by

both China and Japan. The administration of Manchukuo is to remain Chinese but Japanese advisers may be appointed.

(3) HONGKEW. CHAPEI AND KIANGWAN districts in Shanghai

to be conceded to Japan for a term of 99 years, the control · of these settlements to be strictly in Japanese hands after the model of the French Concession in Shanghai,

(4) CHINA AND JAPAN to appoint joint commissions to superia- tend withdrawal of troops and to investigate, the amount of war losses sustained by elther side.
