Pirates Decamp With Valuable Haul
Watchmen Bound And Put
In A Small Cubicle
Shanghai. July 28. The most daring act of banditry perpetrated for a considerable time was committed within half a mile of the Japanese naval guard- ship and naval aerodrome by ten Chinese pirates who stripped the premises of the Lunghal "Dock and Engineering Works, a British concern on the outskirts of Shanghai, on the night of July 25.
The pirates, led by a tall, thin Chinese dressed in short khaki trousers and white open-pecked shirt, were all armed with revolvers and bound the two Indian and five Chinese watchmen in a small eubicle. They then made off with a quantity of scrap brass and copper. valued at $18.900,
The watchmen told Reuter's cor- respondent that a black motorboat. containing the ten Chinese, ap- peared alongside the pontoon.
A sampan then brought along-i side the landing. 20 coolles who began the work of removing the scrap metal from the godown by means of a light railway. The godown is about a quarter of a mille from the wateafront.

MINORITY REPORT BY MR. G. R. SAYER
