In 1931 Japan took upon herself the "grave responsibility" of giving the Chinese in Manchuria their "Independence," and even gave them an "Emperor." whether, they wanted him or not.
But, according to a foreign' observer." the three main cities of Manchuria-Mukden, Changchun and Harbin--even now, after, seven years, give one the impression as of cities that are still only in the course of formation while foreigners are discouraged from investing in the country.
In one respect and a rather unexpected one-a new politicul -tendency appears to be making considerable headway. This is the colonial feeling that seems to be growing among Japanese residents a feeling of being something quite different and apart from the motherland.
