The Tin Muddle

In view of the situation which has been brought about in the Malayan mining industry by the recent drastic cut in the quota, it must be admitted that the miners have every justification for fee)- ing that their representatives on the International Tin Committee did the wrong thing in agreeing to the figure of 55 per cent, says the Sunday Tribune. The fact that the Malayan delegates committed. themselves rather suggests that they were not in possession of all the details of the position at this end. Had they been so informed It is hard to believe that they would have agreed to a quota cut which has given rise to an extremely unsatisfactory labour situation. That, to say the least, is putting the case rather moderately but, as the damage has been done, the obvious thing to do is to minimise its extent as far as possible. That will not be 'so easy as it sounds. The full effect of the cut will not be felt for some time to come and, if present conditions are anything, to go upon, the outlook can- not be said to be reassuring.

A Blinder Made

There can be no doubt that a blunder has been made. Whose is the responsibility remains to be seen. What is clear is that the ET.C. came to its decision without due regard for the Malayan posi- tion. It has done that before. All along. restriction has been an. expensive luxury for the Malayan mining industry. As Mr. Choo Kia Peng sald at the meeting of the Salangor Miners' Association, most Malayan miners feel that they have been too conscientious and lenient in dealing with the international system. It is quite true that other signatory countries are grossly over-assessed and Malaya would be quite within her rights in saying without any further delay that she is not prepared to do any more for charity.

A Cry Position

The position has been described as crazy. That is the appro- priate word for it. And the F.M.S. Government recognises the fact in its efforts for the labour that is already unemployed and for that which will eventually be unemployed. That in itself is an Indica- tion of the seriousness of the situation which is a threat to order and stability and cannot do other than operate to the disadvantage of the mining industry and all connected with it. It is not contend- ed that the restriction scheme should be thrown overboard as being of no use to Malaya. What is needed is a complete re-assessment of the quotas of the signatories to the agreement. Restriction bas been in operation lang enough to enable the I.T.C. to take that step. with the prospect of being reasonably accurate. It is decidedly un- fair to the Malayan miners that they have to suffer because of the utterly ridiculous quotas allotted to some of the signatories. The industry has the remedy in its own hands but it would be much better for all concerned it immediate steps were taken to prevent a point being reached which would call for the use of the remedy.
