In 1905. he agaip visited the same colonies and went to Mozam- bique on identical service. In 1908 he was appointed a member of the Commission for the administrative reorganization of the Portuguese Colonies. The result of this com→ mission of inquiry probably formed the basis for the administrative and financial decentralisation that

was decreed later.

In 1911 he was charged with the duty of submitting a project for i reforming the Ministry of the Colonies, and was in 1914 appoint-

"This report," continued the correspondent, "has probably been flashed all over the world, and it casts a serious star upon foreign correspondents in China."

This was a private business con- tract between Reuter and the Central News Agency, and was on exactly the same basis as a simi- lar contract between Reuter and Damet.. the semi-official news

agency of Japan.

Conceivably the documents al- leged to have been discovered in Nanking bear some relation to the well-known contract between Reu- ter and the Central News Agency.

APPOINTED GOVERNOR

It was in March 1918 that he was i appointed Governor of Macao for the first time. His administration of the Portuguese Colony, which gave all round satisfaction, con- tinued until July 1919 when he was recalled to Lisbon by virtue of a change in the Government in Portugal at the time.

He was appointed in 1921 to the general direction of central ser- vices of the Ministry, having on various occasions occupied the position of Director-General and engaged in important Commis- sions, duties which have earned for Senhor Barbosa special men- tion in his record of services.

can

Senhor Barbosa was in 1926 again appointed Governor Macao. He threw himself heart and soul into his work and be said with truth that the story of the progress of modern Macao is the story of Governor Tamagnini Barbosa's administrations.

PERIOD OF PROSPERITI

From 1926 to 1930, Macao suffer. ed a complete transformation, and when he left at the conclusion of his term of Government the Colony was enjoying a period of great prosperity, while the exche- quer possessed a valuable surplus. He promoted the most cordial relations with Hong Kong and China, and his departure W15 keenly regretted, as it was felt at Macao that a further term of government by this able adminis- trator would buve been most gratifying.

For his services as Governor of Macao, Dr. Tamagnini Barbosa was promoted in the service of the Colonial Office, and was given the appointment of Director General of all the Colonies, one of the highest positions in the Portuguese Government service.

ONCE MORE GOVERNOE In the meantime economic con- Iditions had brought about great changes in Macao and Dr. Oliveira Salazar, feeling that an ex- perienced hand was needed to guide the ship of state of the little colony, asked Dr. Tamagnini Bar- bosa to take control of the Govern- But ment of Macao once, more. the loss by death of Madame Tamagnini Barbosa was a severe blow, and it was with much re- luctance that he accepted the post. Fortunately for Macao, Dr. Tamagnini Barboss accepted the position of Governor, and under his able guidance Macao is being conducted through the extremely difficult situation that confronts the sister colonies of Hong Kong and Macao today.
