THE NAVAL RACE

The Chinese official further asserts that the Central Govern- ment is well aware of the policy adopted by Mr. Chamberlain and

therefore recent developments in Europe have not disturbed Chinese official opinion. If this statement can be taken as authoritative, then there is every reason to presume that the international outlook

e taking a turn for the better tristead of for the worse.

"It has often been argued that a stable Europe is the first es- 'sential leading to a settlement of the Far Eastern conflict and that os long as Europe is in a state of tension the international situation will be one of great uncertainty. Some even venture to say that it present a large portion of Britain's naval force is locked up in the | Mediterranean for no other reason than that of the misunderstand- ing with Italy and that if an Anglo-Italian compromise is reached. the fleet can be more usefully employed in the Far East as a stablising factor.

China's Air Force

When hostilities first broke out in China very little was heard of the Chinese Air Force. Japanese air raids constantly appeared in the news but little attempt seemed to have been made by the Chi- nese Government to send up planes to engage the raiders. The most It did was to order anti-aircraft guns to be brought into operation. This gave rise to a number of questions such as, "Where has China's air force gone to? What has been done to the birthday planes pre- sented to Marshal Chiang Kai Shek? Is the Chinese air force com-" posed of out-of-date planes which are only meant for show and not for service?"

#

The Chinese Government officials anticipated that such com- plaints would be made, but they were in a better position to Judge things. The fact is that at the commencement of hostilities Chin: could not afford to lose her air force because she had to depend on outside supply for replacements even of spare parts. She had no The world naval race is now, ap-factories of her own for purposes of replenishment, and she alsa parently. Each of the super-battleships of the future will cost millions of pounds sterling to build (probably nearer ten than five) and their annual upkeep will absorb further millions. All this money will come out of the pockets of the people. The bigger the armies and navies the less money the common people will have with which to feed their.. families, to say nothing of giving them the ordinary minor luxuries which civilisation will throw in their face and yet deny them the right to enjoy. In the manner of Tantalus, they will look on and suffer...

When that happens it is quite possible, indeed highly probable, taat humanity will rise in revolt. At the moment that revolt would
