THE IMMEDIATE CAUSE of Mr. Anthony' Eden's resignation as Foreign Secretary was outlined by Lord Ballfax when he replied for the Government in a debate on the questions involved in the House of Lords this evening.

Lord Halifax said that on January 10 Count Grandi conveyed to the British Government the earnest desire of the Italian, Government to inaugurate conversations suggested in July, 1937. The whole Government, including Mr. Eden, were agreed that conversations with Italy were desirable.

In the course of exploratory conversations, the former Foreign Secretary made it plain that the Spanish question and the problem of anti-British propaganda were grave obstacles to the possibility of an agreement.
