There already, is talk in Manila of changing the Philippine con- stitution, which has been in effect scarcely two years, in order to permit the re-election of the President for a second term. The Presi dent himself, however, is unequivocally opposed to the proposition. In a recent interview Manuel L. Quezon made this clear He has no thought of establishing himself as another Hitler or Mussolini. On the point of abandonment of the one-house Congress, however, the President was emphatic.

Discussing the dangers of a unicameral body and the advantages or a two-house legislature, he pointed out that the one-chamber sys- tem in the Philippines is by way of an experiment, and after two- years of it he had reached the conclusion that it had no place in democratic form of government in which republican institutions have been tried with satisfactory results. "His main objection to the present system is that.'s unicameral legislature" involves danger to the government in either extreme. If the chamber is easily control- lable by the Executive the system is reduced to a one-man show in which the Executive can do as he likes. If the chamber is not controllable, there is danger of chaos in the government resulting from differences between the legislature and the Executive.
