JAPAN IS TOYING WITH THE
Times Review Of
The Situation
ARMS VICTORIOUS BUT
VAST AREAS BANKRUPT
Lendon, Jan. 11.
Japan is toying more and more ostentatiously with the idea of a peace, says the "Times" in a leading article summing up the first six months of the war in the Far East. Japan's position in the world has radically altered. Ter arms have been victorious but her fighters have resorted to methods which have excited the odium of the world. She has won, nominal control of vast territories but the autono- mous regimes she has established in those areas are mére effigies. "The areas are temporarily bankrupt and the troops garrisoning them
are continuously engaged in guerilla warfare..
ני
Incidents such as the wounding of the former British Ambassa- dor to China, Sir Hughe Knatchbull-Hugessen, and the bombing and sinking of the U.S.S. Panay, show that the Japanese crusaders are bent on the extrusion of white Powers from China, and that they are not susceptible to control by the Japanese Government and many of them to military discipline.
and
The results of the incidents and the methods of warfare against Chinese civilans has left the good name of Japan besmirched in the eyes of many Europeans Americans and doubt is raised where authority really resides be- tween the various organs of the Japanese Government; the "Times" continues.
American Rearming
The Japanese military authori- ties seem determined to teach the Powers à lesson that their lawful Interests in China can be main- tained only by concerted action in the face of common danger.
America is rearming. Japanese bombs have helped to mobilise American public opinion into re- valuing on a scale unthinkable slx -months ago the possibilities of parallel action with other Powers In case of need and into support- ing with new determination Do- licy of preparedness equal to any challenge. The British response is identical.
