FLIES IN THE OINTMENT
The Alternatives Left To China
In negotiating for peace between China and Japan, Dr. Oscar Troutmann, the German Ambassador to China, presented" the follow- ing terms to the, Chinese Government...
"A definite assurance from Japan that. slie has no territorial ambitions. In North China, and merely destres economic co-operation with Chiria
2. China should participate in the anti-Comintern: Pact." 3. Japanese troops should be withdrawn from Cluna territory. These terms sound concialitory enough, but there are certain "flies in the ointment" which have not been taken into consideration. For one thing who will guarantee that the terms will be faithfully carried out in view of the fact that one of the would-be contracting parties has been a notorious breaker of treaties in the past one of them being a treaty in which several other leading nations, besides China and herself were signatories?
L
The expression "no territorial designs" has been heard so often In the past, from the so-called Mukden incident to the present time. but we have seen Chinese provinces gobbled up one after another under the pretext of setting up so-called autonomous regimes.
The flaw in the second stipulation lies in the fact that China, of` her own free will, recently signed a non-aggression pact with the U.S.S.R., so how can she now Join the anti-Comintern Pact without sublecting herself to the charge of a breach of faith?
Then again, what does the withdrawal of Japanese troops from Chinese territory mean siter all? They were withdrawn from Tainan in 1927. from Shanghai in 1932 and from Hopef in 1933, but they always paid their "after-dinner calls" sooner or later.
ONLY TWO WAYS, **
Having chosen a course of resistance, China has only two ways open to her at this stage, She coold, for instance, evoke the assistance of the U.S.S.R., or carry on her resistance to the bitter end. So far the military situation is not as bad as it seems. The loss ot the provinces north of the Yellow River and the loss of Shanghai, were anticipated at the very beginning, and it is a wonder that they" were not lost sooner. The Chinese army has been defeated, but it's morale has not been broken.
China may, for the time being, leave the devastated areas to Japan and see what she can get out of them. No taxes would be' collected because the people are refugees, nor can Japanese goods be forced upon them when their purchasing power has been destroyed by Japanese bombs.
Japan will, of course, get control of certain Chinese natural”. resources, but the will have to spend a huge amount of capital to develop them. She may also set up one or more puppet regimes in China, but she, will have to station some twenty or more troop divisions in those states permanently. Then, should another Russo-- "Japanese war threaten, what will she do?
The news of victories are glating, but after victory, what?
