Shanghai's Largest Camp Hive Of Industry
A practical scheme to make refugee women self-supporting ta now in progress in Shanghai's largest refugee camp. The women are being trained to embroider linens for export purposes, and it is hoped that the training will not only enable them to earn money while they are in camp, but also give them a means of earning a living when conditions return to normal.
The project was started by Mr. S. Albert, a large exporter of embroideries, who owns several linen-making factories on the out- skirts of Shanghai. He saw in the plight of the many thousands of unemployed women a means of starting a new industry, and in the latter part of September approached various authorities to find out if his plan was feasible. From time to time the need to find refugees some employment was stressed by responsible authorities, but no practical scheme was ever suggested, so Mr. Albert's project met with enthusiastic response, and the hunt to find a large clear space to accommodate the girls and their embroidery frames was begun.
Many difficulties cropped up in the beginning, as most camps were too over-crowded to furnish the space required, but suitable accommodation was finally found in the technical building of the Chiaotung University, a camp housing some 14,500 refugees under the care of the Salvation Army.

Mr. Albert, personally supervised the preparation of the rooms, and saw to it that conditions for working were made as favourable as possible, even to the inclusion of heating.
Within a period of one week, 300 girls were being trained, and against the representative of the approximately 70 per cent. of that number were able to do a certain
