STARTLING STATEMENT BY SUETSUGU Japanese Minister Warns. Future Bombings Possible FRANK ADMISSION OF AIM TO OCCUPY HAINAN

Paris, December 26: A statement of a sensational character has been made by Admiral Suetsugu, Japanese Minister of the Interior. to the Tokyo correspondent of the "Paris Soir."

In the first place, he is reported here as having said that such" incidents as the bombardment of the U.S., gunboat Panay are un- avoidable and hence their repetition in some form or other is quite within the realm of possibilly. The Japanese statesman went on, however, to express the hope that the incident in"question would be amicably settled as the result of steps taken by President Roosevelt. In the further course of the interview, Admiral Suetsugu then let fall the sensational remark that it was quite likely that Japan would see itself compelled one day, given certain circumstances, to occupy the island of Hainan as part of a strategical plan for carrying out a big and successful attack upon Canton.--Transocean.

NEW OFFENSIVE ON SHANSI

TO BE LAUNCHED SHORTLY BY JAPANESE

Hankow, December 23: According to Chinese reports a new Japanese offensive on Shansi is.. expected to be launched shortly. The Japanese are said to be considerably strengthened in forces and now have four divisions assembled in the province. The greater part of this force is con- centrated on the Taiyuan-Shehchlaokwang line.. The "Sao Tang Pao," mouthpiece of the Chinese Army, declares that the Japanese offensive will find the Chinese troops ready for a counter-attack for which preparations are completed and which have only been delayed pending the arrival of final instructions from Generalissimo Chiang Kai-shek. The newspaper adds that the southern part of the province like the western part is still in Chinese hands and order has been completely restored and the population have returned to their homes. The journal asserts that in northern Shansi, which is held by Japanese, isolated anity of the 8th Army are carrying on guerilla warfare.-Beuter......
