"Important Diplomatic

Measure

Tokyo, Dec. 23. The Cabinet to-day will consider "certam important diplomatie

mensure the nature of which is

not divulged.

The measure will later be pre- sented formally to the Privy Coun- ell for approval before the year's end.

It is rumoured that this measure may be one of two things: the an- nouncement of Manchukuo's ad-

hesion to the Anti-Comintern Pact or a demand for the revision' of the Nine Power Pact,

leuter.

After capturing Licht, a small town on the highway "from Szean to hang. 15 kilometres west of Hangchow, the Japanese are now building strong, defence works around the town, preparatory to establishing it as a forward base for future operations.

The Japanese are believed to be planning to strike next at Huang- hu. 33 kilometres from Ychang, From Huanghu the attackers will likely drive on Yuhang. The cap- ture of this latter point would vir-

tually seal the fate of Hangchow

as the town controls one of the two highways on which Chinese soldiers can transport supplies and reinforcements.

ADMIT SERIOUSNESS OF THREAT The Chinese forces believe this new Japanese move is by, far the most serious threat to Hangchow, pointing out that the outflanking movement from the Cheklang- Anhwe border, with frontal at- tacks along the Shanghal-Hang-

To counteract the Japanese flanking movement, Chinese mo- blle units are reported to have been sent to conduct extensive
