Chinese Army Changes

Shanghai, Dec. 10. Important changes in the high command of the Chinese army are foreshadowed in Saturday's Issue of a number of Chinese papers.

Panay Incident Investigations

Washington, December 19.1

Films taken by a cameraman during the Japanese attack on the U.S.S. Panay, America's floating Embassy at Nanking, will be made available to President Franklin D. Roosevelt and the State Department.

According to the Universal Newsreel Company a camerman was reported to be aboard the Panay until her decks were awash. The films are expected to arrive on December 28.

Meanwhile the possibility of a naval demonstration in Far Eastern waters is receiving sonie academic consideration among responsible persons in the inner circles of the Government.

This development is the result of officiäl reports to the effect that the Panay survivors were machine-gunned and this is held to invalidate the Japanese apologies tendered in the ground that the attack was a mistake.

Nevertheless, the United States Government is certainly not con- templating drastic action in settle- ment of the issue. As it now stands officials are simply thinking ahead as regards what action might be undertaken if demands for future guarantees are ignored, or if similar incidents occur in the i future.

There is no doubt that public opinion has been stiffened to a marked degree during the past few days but diplomatic quarters have pointed out there are objections to the proposals for a ficct demon- stration.
