Tsingtao has a fairly large com- munity including 300 Americans and 500 Britons. Japanese reports state that the property has been destroyed on direct orders from the Central Government.
First intimation of grave de- velopments ahead was when the curfew was clamped down "at Tsingtao at 6 p.m. yesterday."
Two hours later the Arst of a series of explosions signalled that the work of destroying Japanese property had begun. The Japan- ese plants were first saturated in petrol to make sure that the job would be complete. Huge Arcs were started and fanned by streng north wind the flames spread rapidly. Explosions con- tinued during the night.

Some observers see in the des- truction of Japanese mills 21 Tsingtao the beginning of an en- tirely new China war policy-the abandonment of passive defence and the adoption of an aggressive counter-offensive which might in- clude the blowing up of Japanese property throughout China and the seizure of the Japanese Con- cession at Hankow.
Besides the number of British and Americans in Tsingtao there are a couple of hundred Germans and several hundred Russians among the foreign inhabitants. In addition the foreign population has been swelled by an influx of missionaries from various ather parts in Shantung.
H.M.B. Suffolk is considered to be enough to take care of British interests but in case of need HM.S. Dorsetshire (10,000 tons), two des- troyers and a sloop could be sent to the scene.--

Pelping. Dec. 19. An Anti-Traitor League composed of young men is very active in Tientsin and Peiping. Many im- portant persons having connection with reactionary groups were
