NO POOR LAW There is no poar law here and. I cannot even suggest that such a thing is possible, but it becomes increasingly difficult to suggest a means. whereby a woman can earn anything to keep her family. In past years it has often been pos- sible to obtain a hawker's License and to buy a small amount of stock to start a family with sin Income. It is now very difficult to obtain a hawker's license even in the most deserving case. Because there is no Poor Law and because there is unemployment there will always be too many hawkers and always too many beggars.

The Hon. Mr. M. K. Lo moved that the Vice-Presidents, Honorary Vice-Presidents, the General and Executive Committees, and other officers, as printed on Pages 23, 24 and 25 of the Annual Report, be elected with the following:-

P. de Mar- tin and Mr. David Spreckley; that the Branch Honorary Secretary for Kowloon be Mr. David Spreck- ley; that Mr. Donald Black be added as Acting Treasurer during the absence from the Colony of Mr. McKellar.
Seconded by Mr. 8. V.. Boxer, the motion was carried unanimous- ly. A vote of thanks to the AV- ditors was also passed.

"In proposing a vote of thanks to His Excellency and Lady Northcote minimum last for their presence, the Hon. Dr. R. H. Kotewall, said his was no idle formal proposal. His Excellency was an extremely busy man, with many calls on his time, and his being there proved, it proof were needed, his sympathy with all charitable and deserving work. The motion was carried with acclama- tion.

In replying, His Excellency said: When I signified my intention of attending this meeting, I struggled to have my name omitted from the list of speakers. I would be ungracious, however. not to ac- knowledge the kind things Dr.

I have already asked Bir Atholl MacGrecgr to put before me in writing some concrete formal pro- posal on the lines which he fore- shadows-that of ladies assisting on the Bench which takes cases of juveniles. That sort of sugges-· tion from such a source as Bir Atholl must command attention, and in any case it is a matter to be followed up.
Concluding. His Excellency em- phasised his intention of making enquiry as to what exactly was meant by the statement that there was no Poor Law in the Colony. A Poor Law by itself. would not do very much unless supported by in- stitutions of that kind, and he would like very much. to hear any proposals there might be. His

(9) Await developments by keeping in a safe place, such as under arches. concrete beams, etc. (10) If a fire gains headway or it is apparent that the first-ald' means will fail call the fre brigade, but, at the same time, realise that it may be engaged élsewhere, therefore the efforts must not be relaxed.
It is not the purpose of this lecture to lay down any hard and fast rule to cover any particular type of fire risk, but I hope that interested persons Will get out details of what can be done in the matter of their own premises and forward proposed schemes for fire protection and the formation of fire units, when I will be pleased to advise them on any unforeseen matter.

FUNCTIONS OF BRIGADE
In regard to the functions of the Government Fire Brigade you will. of course, realise that the fire ap- pliances already provided are to cover the anticipated peace time risks and it is the practice, since the advent of up-to-date mechani- cal appliances, to centralize auch appliances as far as possible leav- Ing the extremities of a city with sub-stations to deal with local calls. This system, which works admirably under peace-time condi- tions could not be easily worked in war-time and. in Hong Kong and Kowloon, it would be neces- sary to revise the peace-time working.
RESERVE BRIGADE
Detalls have already been con- sidered in regard to the question of forming a fire brigade reserve force commencing with 50 men. It Is proposed that these men will receive elementary training in the handling of fire brigade apparatus with a view to assisting the per- manent members of the brigade in an emergency either with the fire brigade proper or detailed to fire posts in key premises where they would assist the fire partles already organised there.
