JAPANESE PREPARING

Shanghai, Dec. 7. Japanese troops are preparing to storm Nan- king according to an official Japan- ese communique. Press messages report that vanguards are attempt- ing to scale the walls of the city while main bodies of the attacking army have reached points 11 miles north-east, five miles south and nine miles south-east of Nanking.

Shanghai, Dec. 7.

Following representations from the Consular Body in conection with the Great Eastern. Hotel al- fair, the Japanese Consul-General, MT. Okamoto, has-sent-a-written- apology to the Chairman of the Settlement Municipal Council and declared that the incident occurred without his knowledge and stated that steps will be taken to prevent any recurrence.

The settlement of the affair was welcomed as indicating a more conciliatory attitude on the part of the Japanese authorities. Reuter.

DURING MY TEN DAYS' WAIT IN CANTON FOR A PASSAGE TO HANKOW I TOOK THE OP- PORTUNITY OF SEEING AS MANY GOVERNMENT OFFICIALS AS POSSIBLE AND SEVERAL OF THES WERE KIND ENOUGH TO GRANT ME INTERVIEWS. OF THEM ALL I LOOKED FORWARD TO THE MEETING WITH GENERAL WU TE-CHEN, THE GOVERNOR OF KWANGTUNG.

His Excellency had been in conference for three days and twice had to postpone the interview. These state conferences, which usually begin about 10 am, are often in session until the small hours of the morning.

It has been a polley of General Wu, since assuming the governorship, to attend to all important matters of state personally and it is said that there is not one single, thing in, the administrative., policy of his state with which he is not familiar. Since the outbreak of hostilities with Japan, a reavy burden bas devolved on his shoulders.
