Generous Gesture Wanted; No Bargaining
Berlin, Dec. 4.
What may safely be described as an authoritative statement on how Germany envisages the procedure to be adopted, in "fulfillment of her colonial claims, appears in the "Hamburger Fremdenblatt."
There is no denying, the paper says, that fulfilment of" German colonial claims postulates a series of interim agreements, necessary perhaps just for the purpose of refuting baseless imputations with regard to strategical intentions- which have arisen here and there abroad.
Germany has every
reason to oppose an all-round settlement of the kind suggested because of her own experiences during the last twenty years, when she was re- peatedly forced lato making con- cessions or agreeing to political bartering by application of force and sanctions.
GENEROUS GESTURE
The rights to which Germany had. a legitimate claim were used by the victor countries as pawns to be disposed of at the highest price.
There were times when a really generous gesture would have brought peace and confidence to Europe but
every gesture of this sort was dragged in to cor- rupt the sphere of bartering with. the sole object of cudgeling and humiliating several successive gèn- erations of a large civilised people.
The paper contends that it is only a repetition of such methods. when Britain and France say they are unable to deal with the colonial problem in isolation.

Moscow. Dec. 3. The Soviet Minister at Warsaw has protested to the Polish Govern- ment against a railway incident on the border of Russia and Poland.
