There were at present. he said. roughly 510,000 tons of warship construction on the stocks. It was A formidable task to train the men necessary for this expanding fleet. but so far as recruiting was con- cerned we were keeping our heads above water. He believed the suc- cess of the recruiting drive was due to a general appreciation of the fact that the British Navy was the common factor which stood be tween law and order and world chaos. The number of recruits to the Navy entered this year was times as many as in 1932. There had been a considerable and satisfactory increase in recruiting The In Lancashire and Yorkshire. Royal Naval Volunteer Reserve was nearly up to numbers, and the success of the R.N.V. Supplement- ary Reserve for yachtsmen and other men Interested in the sea was immediate. Small groups had been formed to study 'seamanship and navigation. A course for Mer- chant Navy officers had been start- ed and they were passing through at the rate of 500 a month.
