Last "Mr. A." WES assigned by November he Major Garland Williams head of the Narcotic Bureau in the South- ern District of New York, to break up a new influx of drugs. a Bowery Disguising himself as derelict, he succeeded in winning the confidence of leaders of the dope ring.

His knowledge of drugs soon made him a valuable ally to the dope peddlars who named " him "The Doc" and made him technical adviser.

He was consulted on all problems and kept informed on all moves

and shipment. This information he took secretly from time to time to Major Williams.

Offices were maintained by the drug traffic organisation in New Orleans and

Houston and Galveston. Most of the corisign- ments to the south were made to the proprietor of a night club in Galveston.

Major Williams assigned agents to check the discoveries re- ported by "Mr. A.". Agents in New York, New Orleans and three Texas cities made a number of simultaneous raids that resulted in 74 Indictments.
