Extreme Terms Demanded By Militarists
CHIANG'S REMOVAL SOUGHT
Washington, Nov. 11. Outline of the terms which the extreme Japanese militaries are urging should be imposed on China, received from a usually well-informed source, shows the terms are such as would make China completely subservient to Japan without technically vio- lating the Japanese official assertion that Japan has no territor- ial ambitions in China. On the other hand it is stated that be- hind the scenes in Tokyo there are wide differences of opinion, and particularly that the Premier and War Minister do not see eye to eye.
The terms are, firstly, the re- cognition of Manchukuo and the formation of "a Sino-Japanese- Manchukuo economic bloc, Sec- ondly, an autonomous and anti- communist North China and Inner Mogolla, both under Japanese pro- tection but controlling all its own taxes and customs" revenues, and thirdly a
Japanese Inspector- General of Customs and Japanese advisers in all national and pro- vincial departments. The revision of Chinese tariffs to promote the exchange of Japanese manufac- tures with Chinese raw materials is also included If the third stipu- lation.
