that this Conference has already reached a state at which it won be possible to form an opinion on which basis the Chinese Govern- ment would be prepared to open peace negotiations, China, it stated, would have to demand that Japan withdraw her troops to the positions they held prior to the outbreak of the hostilities.
The attitude of the Chinese nation towards, the coming confer ence can be summarised by the recent declaration of Marshal Chiang. Shek. "No matter how long this war issts." he said. "China • will be able to hold out. Her resistance to Japanese aggression is without a time limit. Hostilities will continue as long as Japanese aggression is not kept in check, and as long as the terms of the Nine- Power Treaty are not carried into effect.
There tome thought, however, in Chinese officiul circles that this conference at Brussels will seek a solution of the Sino-Japanese conflict by a compromise instead of by decisive measures to halt Japanese ruthlessness. The Chinese Government has expressly made it clear that no peace terms are acceptable unless the four minimum conditions laid down by Marshal Chiang on July 19 are strictly ad- hered to.
If the Powers are unable to enforce those conditions for China. then the Chinese prefer to fight the battle out with Japan alone. With all her resources and man-power, China can, possibly last a long drawn out war.
Manchurian Resources
In view of the present campaign in China, Japan deems it ex- Iceedingly necessary to push the exploitation of iron resources in Man- churla. According to Mr. Matsuoka, Governor of the South Man- churia Railway Company, who arrived in Tokyo recently, the Shown Steel Works, a subsidiary concern of the, S.M.R. Company, is giving the question serious consideration, and is trying to formulate a plan with the assistance of the Manchurian Government and the 8.M.R. Company.
The projected plan aims at the synthetic development of tran resources in Anshun, Penkihu and the eastern region of Manchukuo. It is hoped that the total annual output will be brought up to 5,000.- 000 tons of pig Iron, and 3.000.000 tons of steel materials within the next two years.
As an integral part of the above scheme, the Showa Steel Works is not only expediting the completion of its third extension scheme, but is also pushing the fourth extension scheme. In the event of these schemes being completed, the company will be able to manu- facture 1,700,000 tons of pig iron and 1,000,000 tons of steel materials against the present capacity of 100.000 tons of pig iron and, 500,000 tons of steel materials.

The world stands amazed at the wonderful spirit of the Chinese- troops as they fight and die in the service of their country. The old Chinese adage that "one does not use good Iron to make nails nor a good man to make a soldier" is obviously no longer true in China. Her forces have won the admiration of the world.
It is clear that if this new spirit has got into the blood of the Chinese people nobody can ever beat them. Rather than surrender" to the enemy they will retreat to the hills, and make their" new civilisation there. It must be encouraging to the Chinese leaders to know that world opinion is almost entirely with them in their strug- gle. It should give them the morale they need at this time.
It must also be encouraging (in lieu of military support which for obvious reasons cannot be forthcoming) for them to be receiving such world-wide help with medical supplies and to some extent, with money for the rellef of their refugees.
