IMPOSSIBLE

TO PREPARE

PROGRAMME

At Brussels

Brussels, Nov. 2

It is considered impossible to prepare a hard and fast pro- gramme for the Nine-Power Con- ference.

The first step will be to consider whether the Japanese are prepar- ed to have any dealings with the conference, and also whether they wil state on what conditions they are prepared to cease hostilities: It is also necessary to ascertain the terms on which the Chinese Government would be prepared to discuss peace.

When these factors are establish- ed, it will be possible to estimate the chances of a settlement.

At the public session to-morrow the principal delegates will make speeches, and will probably appeal for conciliation.

Japanese quarters state the Bel- gian Foreign Office asked the Jap- anese Embassy if it was proposed to send an observer to the cou- ference. The Ambassador is stated to have replied that it was not proposed to have uny contact with the conference.

The Italian delegate had a long interview with the Japanese Am bassador this evening.

The Japanese have denied a re- port circulating here that Japan would be willing to consider medi- atlon by Britain and the United' States.

Dr. Wellington Koo; chief Chin- a broadcast to- ese delegate, in day, declared that the principal fact of the situation is the flagrant violation by Japan of the Nine- Power Treaty, which not only con- cerned China, but the other signa-

Concerning the British attitude it is felt that Britain is inclined towards compromise solution and one hears much of anti-British agitation in Japan, which causes great concern to British Business. It is stated that Britain wishes to avoid open enmity of Japan.

Probably for this reason, the statement issued at the eve of the conference by the Japanese Legation aroused much interest. nese coast. Japan, it is stated, had adequate naval resources to carry and make it out this blockade effective; and it would mean the end of foreign ""privileges" in China.
