Chinese Railways

According to the survey of the Institute of Pacific Relations, the United States and half-a-dczen leading European nations have, for the past four years, been supplying China with some of the sinews of war. These particular sinews have taken the form of credits and leans for the construction of rallways which constitute the very bases of the war potentiality of any country. It is only with an ample het work of railways that a nation may expedite movements of its troops and keep up its line of communications, munitions and supplies.

Since 1933, the Institute finds, loans and credits for the con- struction of railways in China have totalled $100,000,000. The bulk of these have come from Great Britain, which is striving hard to establish a predominant place for herself in Chinese economie life, Germany, France, Belgium, Czechoslovakia, and, last but not least. the United States.

As the situation, now stands, the Institute declares, "the boom in Chinese railway construction bids fair to rival that which the United States experienced in the last decade of the nineteenth century. Foreign Powers have competed keenly for a share in this great market, frequently extending long-term credits on very favour- able terms for the purchase of railway" materials."

Strategic Importance-

It is conceded that the network of milways now being built up will have two very important results: firstly, a strategic one that will help the Chinese greatly in repulsing any Japanese aggression, and secondly, a purely economic one that will help in the develop- ment of the country and a return to the Powers concerned on their Investments.

Japan has made strenuous attempts to build rallways, under her own auspices in North China, but so far her efforts have been check- mated by the passive resistance of the Chinese Național Government.. At present, there are 10,731 kilometres of railway In China, excluding Manchuria and Jchol,' which are under Japanese domination of which 7858 kilometres are operated by the Central Government. The remainder is under private control.

Under the five-year plan which is now being carried on by the Government, and for which funds are being supplied by the afore- mentioned Powers, this amount will be almost doubled. This plan calls for the additional construction of 8,500 kilometres, which will give China a powerful defensive as well as economic weapon.

Much concern is "undoubtedly focussed at the China emergency“ by those who are trading with us and handing Japanese goods, in general. It is our firm belief that most fair, and appropriate judgment may be expected from our friends as to Japan's stand, hence this. letter.

One may question what feeling we Japanese have toward Chinese at this emergency. Generally, Japanese nation hold friendship and sympathy with all Chinese people not to speak of an individual, and have the least hatred in our mind against them. As its evidence, a large number of Chinese residents in Japan are still carrying on their..
