How Rice Shortage
May Be Avoided
Oct. 20: More Canton,
than currency has $3,000,000 Canton been leaned out to farmers for general production in 23 districts in Kwangtung province following the Inauguration of the Emergency Food Programme six months ago under the supervision of Dr. D. Y. Lin. Director of the Bureau of Agriculture and Forestry. Since hostilities broke out in Shanghal arrangements have been made with the local banks for $1,500,000 to be used for loans for food pro- duction.
Dr. Lin disclosed that w technical men have been sent out to these districts to direct the distribution of the loans and to help the farmers purchase sum- cient seeds and fertilisers for wine ter cultivation. With this fan- cial and technical assistance it is hoped that the farmers can pro- duce more food for the province during this emergency period.
A special Emergency Land Re- gulation, Dr. Lin added, is how being drawn up by the Provincial Land Bureau to facilitatë the at- quisition of the more accessible undeveloped agricultural land by the "landless" and jobless men. Chinese bankers in Canton are reported to be laterested in the project and it is hoped that thou- sands of unemployed will take advantage of these regulations to assist in the food-production pro- gramme in the province.

The present programme, in the opinion of Dr. Lin. is to promote and popularise the use of "less polished rice and its substitutes, such as sweet potatoes, in all families. The provincial govern: ment is determined to enforce the use of rough rice, and has just promulgated a set of regulations prohibiting the milling "of high- gracę polished rice in cities and rural districts in Kwangtung.
Kwangtung produces annually about 112,000,000 pleuls of ̧un- hulled rice or approximately 73.- 000.000 piculs. of polished rice.. which is insuficient. for local con- sumption. Dr. Lin explained. There is generally a shortage of 10,000,000 piculs each year. Un less the people use
