PHILIPPINE REVIEW

Mining In Pl

Steady progress in the Philippines in the development of basic metal industries has stirred worldwide Interest which has been. sharpened in recent weeks as the Sino-Japanese warfare made strategical metals of vital concern to Far Eastern and other govern- ments, writes a "Manila Bulletin" correspondent.

· Expansion in Philippine shipments of chromalte, manganese and iron ore, and exploration for high-grade copper ore has for the moment overshadowed the earlier intense interest in the gold production which the Philippines developed in the last five years.

Gold mining in the Philippines had a historical background and there was nothing extraordinary in its steady increase after depression conditions had caused the United States and other coun- tries to appreciate the price of the yellow metal.

This correspondent talked informally with various metals trade authorities here and found that the current interest in the Philippines production has not yet crystallized into..fixed ideas as to the policy of the United States toward the basic metais industries. In the Philippines. This phase of the forthcoming report of the joint preparatory commission now studying Philippines economie adjustment will be of special importance.

Some of the questions of policy that might be expected to, artse here in event of further growth of metals production in the Philippines would be the tariffs: the encouragement or contrary of large-scale American private investments in the Islands; advisability of fostering industries for which the Philippines market would be. chiefly in countries which compete acutely with the United States

In historical perspective, the United States economic policy merely established a traditional "colonial" trading system without having the political purpose of permanently maintaining the corres- ponding political relationship. By generous treatment of sugar coconut oil. abaca and tobacco, this country fostered a production system in the Islands, which a majority of United States Senators and Congressmen later presumed to be largely in confict with indispensable factors in the United States production.
