23 UNIVERSITIES BOMBED

Nanking, Oct. 19: A spokesman of the Ministry of Education told Central News Agency repre- sentative to-day that 23 univer- | sities and technical colleges in China have been bombed "by Ja- panese planes since the opening of hostilities over two menths ago.

Nanking. Oct. 20: In order to facilitate exports and to provide adequate protection to the move- ment of goods, the Ministry of Finance has appropriated a spe- cial fund of $10,000,000 for .VAT risk insurance, it is learned here.
