THE LAUNCHING OF THE BIGGEST BATTLE IN THE NORTH CHINA CONFLICT, BY THE JAPANESE FORCES. COMMENCED YESTERDAY ALONG THE PINGGAN RAILWAY ZONE WHEN THE JAPANESE BEGAN A GENERAL ADVANCE ALONG THE NINETY-MILE FRONT AGAINST THE CHINESE POSITIONS ON THE SOUTH BANK OF THE HUTO RIVER.

THE RIVAL FORCES TOTAL AT LEAST 250,900 MEN. THE CHINESE LINE STRETCHES FROM FINGHAN, ON THE EDGE OF THE WESTERN HOPEI MOUNTAINS TO SHENGTZE, FORTY MILES FAST OF THE RAILWAY AND IS HELD BY TWENTY DIVISIONS WHO ARE UNDER ORDERS TO HOLD THE JAPANESE ADVANCE AT ALL COST.

The Chinese forces have their base at Shihchiachwang, at the juncton of the railway, with a line west of Taiyuanfu. The Joss of Shihchiachwang, which is eight miles south of the Hute River, would probably cost China another province as Taiyuanfu would' thus be exposed to attack from the east.

The Gen- eralissimo says "the whole country, suffering from the throes of for- eign aggression, is putting up a beroic struggle to protect the con- tinued existence of this unques- tionably gravest and most “trying hour in the history of our national emancipation. "

"We should know that there is absolutely no hope of the hostilities ending in the course of a few months. The response which, our "cause has awakened in the foreign peoples was undoubtedly quickened by the bravery of our soldiers.

"International sympathy, though the cause of great encouragement to us, should not be permitted to awaken in us false or ill-grounded hopes. We must help ourselves first before others can be of help to us. We must continuously try to strengthen our national solidar- ity, the mighty strength of which has been made, abundantly clear in the course of our resistance.

The Italian, Note contains a refusal of the Anglo-French in- vitation to participate in the Triangular Conference, stating that Italy is unable to participate lo a conference to which Germany is not invited. It suggests that the whole matter be dealt with by the Non-Intervention Committee, and reiterates Italy's ad- herence to the policy of non-intervention. The text of the Note was issued in London without comment, and the British views are not likely to be made known until sufficient time has elapsed to allow of a close study.

Paris: The Italian reply does not come up to our expectations, declared M. Delbos, after a conference with M. Chautemps. "In 1s form the Note is not aggressive: it is even conciliatory, but we must act. There must be no further violations of non-inter- vention." M. Delbos added that there was complete agreement in the French Cabinet and agreement between France and Britain.
