Favourable Motion Adopted
The Sub-Committee of the Committee of 23 in its report of the Sino-Japanese conflict have found that the military opern- tions of Japan against China, by land, sea and air, are out of all proportion to the incident which occasioned the conflict.
The Committee adopted both reports of the Drafting Com- mittee and passed a resolution, without opposition, which much more favourable to China than seemed Ukelya at one ma- ment. It is thought that President Roosevelt's Chicago speech, which appears elsewhere in this issue, influenced the decision.

COMMITTEE'S CONCLUSIONS
It is clear. the two countries take different views, as regards the underlying ground of the dispute and the Incident which led to outbreak of hostilities, but it is unchallengeable that powerful Japanese armies invaded Chinese territory and took militarily' con- trol of large areas, including Pei- ping itself, that the Japanese Government had taken naval men- sures to close the coast of China to Chinese shipping and that Japanese alrcraft were carrying out bombardment's over widely separated regions.
OUT OF ALL PROPORTION
After examination of the facts laid before it, the committee is bound to take the view that the milltary operations of Japan against China by land, sea and alr are out of all proportion to the incident which occasioned the conflict; that such action cannot possibly facilitate or promote the friendly co-operation of the two nations which Japanese statemen

THE JOKER
Strict Siam Law Passed.
For some time poker was very aternly forbidden, in Bangkok but' now by a notification in a recent Gazette poker (American and foreign) and Chinese poker are al- lowed. The charge licence fee) per day is EI 18.
The permit states that the players must abide by the rules set forth on the back of the permit. These are: one permit for one table. The games can only be play- ed in the places and on dates noted thereon, and in an area closed in from public view.

The games must only be played with European cards (numbering Afty-two no joker is to be used, and each player must be given five cards, one at a time, and has the
| option of changing the cards once only. The rules regarding stakes are the game Es now enforced when the game is played.

NO SIDE BETS
Persons not taking part in the game are not allowed to bet on the result or share in the stake with these playing.
The players must not be over ten in number. Young people, below. the age of twenty are not allowed to take part in the game.
For Chinese poker European cards must be used the Arst or second card dealt out must be face downwards. The remainder have to be exposed. Stakes can be in- creased by the person having the best hand. A player wishing to participate must "cover" the value of such stares.
After the staking has ceased the covered card must be exposed and the holder of the highest cards will then take all the money which has been staked. No cards can be bought in this game,
