GENEVA AND THE FAR
EASTERN CRISIS
Great Britain States Her Stand
Geneva, Sept. 29.
The assurance that the British Government was ready to participate with the other Powers concerned, at a conference to garrange a settlement of the Far Easteru.confilet, was made by Lord Cranborne at the meeting of the Committee of Twenty-three to-day. Lord Cranborne dealt at length with the polley of the British Government which, he said, was based, in the Far East as elsewhere, on the necessity of maintaining peace.
This was a policy calling for the fullest international co- operation and also a polley which is in complete harmony with the principles of the League Covenant and demanding the es- Lablishment of a friendly understanding between China and Japan
The British Government recognised that the relations between China and Japan was normally a matter for the two countries to settle themselves, but in the unhappy event of the conflict which has arisen, it was quite apart from any question of League obli- gations, and it was obviously Impossible for the British Govern ment, to accept the view that this was a matter only affecting the parties to the conflict, and that third parties must stand com- pletely aside. This was a matter affecting to greater of less de- grees "many powers" with interests in the Far East, whether they are members of the League or not.
Indeed it would do no harm, if the Commitee gave the impression that it contemplated a certain line of action which It was not able to carry out.
Lord Cranborne recalled the ef- forts made by the Britsh Govern ment to bring about a settlement of the dispute and said that there had been close and constant com- munication "between the British
