Manchu Five-Year Plan,

The Government of Manchoukuo is now re-examing its five year Industrial plan with a view to putting it on a war-time basis. Its intention is to devote its immediate attention to essential industries and postpone undertakings not urgently required.

According to the orignal plan, the whole undertaking will cost Y2,500,000.000, of which Y500,000,000 was to be raised in Manchoukun. It is now proposed that Manchoukuo should raise F1,000,000,000 locally and raise the sest in Japan. In order the better to drew Japanese capital, the Münchhukunan Government is to mitigate con- trol of industrial undertakings. No restrictions will be instituted 05.

TO-MORROW'S CONCERT

Wealth Of Talent

In view of the above increase in its investments from Y50,000,000 to Y1,000,000,000, the Mancheukuoan Government is to modity. Its To begin with, it will increase bean policy on trade and industry. and other produce exports to Germany and buy more machinery and other construction materials from that country. Efforts will also be made to invite capital from Europe and America. It will restrict the import of unnecessary or not urgently required goods and also start a "thrift" movement. It will cause the Showa Steel Works to increase its capital and own its shares through the issue of bonds. Finally it will endeavour to recover overseas funds.

Turning to major industries, the Manchoukuoan Government originally planned to bring up the annual pig iron output to 3,400,000 tons. but this will be raised to 5,000,000 tons. Though the original plan was to increase coal production by 15.000.000 tons in the next five years. this will be reduced to 10,000,000 tons." The aggregate out- put after five years will be 35.000.000 tons. of which 8,000,000 tons. will be shipped to Japan,

Manchurian Iron Resources.

It is now becoming increasingly necessary to push the exploita- tion of iron resources in Manchuria. According to Mr. Matsuoka, Governor of the South Manchuria Railway Company, who arrived in Tokyo recently, the Shows Steel Works, a subsidiary concern of the S.M.P. Company, is giving the question serious consideration, and is trying to formulate a plan with the assistance of the Man- choukuoan Government and the S.M.R. Company.

The projected plan aims at the synthetic development of fron resources in Anshun, Penklho and the Eastern region of Manchoukua. It is hoped that the total annual output will be brought up to 5,000,- |- 000 tons of pig iron and 3.0.000 tons of steel materials within the next two years."

',

As an Intergral part of the above scheme, the Shows Steel Werks is not only expediting the completion of its third extension scheme but is also pushing the fourth extension scheme. In the event of these schemes being completed, the Company will be able to manufacture 1,700,000 tons of plg iron and 1,000,000 tons of steel materials against the present capacity of 100.000 tons of pig iron and 500,000 tons of steel materials.

Profits Of The Big Six

Agregate profits of the Big Six-the Mitsul, the Mitsubishi, the Sumitomo, the Dalich, the Yasuda and the Sanwa Banks-for the Arst half of the year were 207,182,000, an increase of, Y6,100,000

compared with the second half of last year and Y11.665.000 over the corresponding period of last year.

This improvement is due largely to the increase in their loza business through the Government's campaign for the expansion of productive power. As a matter of fact, their total profits from the loan, business totalle 1 Y73 854,000, an increase of 76674,000 compared with the previous s months and 17.103.000 over the corresponding

period of last year.

A classified table of profits shows that Y73,554,900 were earned from the loan business. Y51,341,000 from bonds and debentures in possession, Y15.211.000 from the discounting of bills. 23,998,000 from company shareş, Y2,933.000 in commission, Y4,858,000 from the foreign exchange business, Y5,820,000 from the sale or purchase of securities and Y885,000 through the redemption of securities.
