"One of the greatest obstacles is put by the Government in the way of anti-oplurii workers. Oplum re- venue In this country forms the backbone of unis colony's income. In 1920 or 1921, it formed 55 per cent. of the total revenue. and it still forms about 20 or 25 per cent. of the total revenue at the pre- sent time.

there is always the threat of im posing a new tax, and among the suggested new taxes is that most unpopular one. Income tax. No- body likes income tax, and most would rather retain the optum re-

"It is thought that the abolitant. of the oplum revenue might affect the whole structure of the Govern- ment's finance, but that question, for all I know, does not arise in this country, and if the oplum re- venue is given up to-morrow, gov- erament will not have to look for

any new sources of taxation.
