Resolutions To Be Moved By Financial Secretary

EXPENDITURE FOR WORKS DURING

1937 AND

1938

At this afterncon's meeting of the Législative Council, the Financial Secretary and Colonial Treasurer will move the follow- lng resolutions:-

#

1. That this Council approves ander Section 3 (2) of the Hong Kong Dollar Loan Ordinance. No. 11 of 1934, of the follow- Ing transfers, in the Schedule.

Item 2. Shing Mun Valley Water Scheme to be in-

.creased from $5,941,877.98 to $10,132,877.98.

Item 4. New Gaol at Stanley to be reduced from $4,000,-

000 to $3,945,000.

Item 8. Other Public Works to be reduced from $1.025,-

000 to $889,000.

2. That this Council approves or the expenditure during the financial year 1937 under Head 2 (b)(3) of the Loan Works authorised under Ordinance No. 11 of 1934 (Shing Mun Valley Water Schemes-Scound Section-Ocrge Dam) of a total net sum of $337,759.2%, which sum shall be met by dvances from the surplus palances of the Colony; pending the issue of the remainder the Loan authorised under the said Ordinance.

That this Council approves it the expenditure during the financial year 1938 on the various items of Loan Works authorised under Ordinance No. 11 of 1934, as specified Below, of a sum of $815,577.21, which sum shall be met by advances from the surplus balances of the Colony pending Ure issue of the remainder the Loan authorised under the said Ordinance.

I have sometimes been told by my British friends that the trouble in China is that the Chinese will not support many excellent philanthropic works which are carried on in China and that these rely chiefly on support from foreigners. This is entirely untrue of the Y.M.C.A. As you will the work that the readily see Y.M.C.A. has taken on since the beginning of hostilities is of vast scope. and Anancially things have not been at all easy for in Shang- hal, which would normally be one of the largest flelds for contribu tions, it is almost impossible to raise money due to the moratorium on the Chinese banks. Hong Kong under the leadship of Mr. David Au has already done nobly in sup- port of this work and I feel sure It will do more.

Another Interesting point con- nected with the financing of this emergency work is that the sec- retaries are. all of them, belig pald from their normal sources of revenue, so that contributions to the emergency work are not ex- pended on their salaries but go directly to the work itself..

It has been a great privilege to me to describe to you the Chinese Y.M.C.A. and its work at the pre- sent time. It is a plece of work which is being efficiently carried out by an organisation which has great experience and by men who have a fine spirit. The ideal of "Rotary" is, I understand, world service. If that is the case, then these men are your brothers in arms.
