THIEVES AND BEGGARS

A Fundamental Cure

Since it is recognized by the Government and the community. that gambling and epium and heroin smoking are the root causes of the increasing number of thieves and bad characters in the Colony, the Government supported by the leaders of the com- munity have wisely decided upon the ruthless suppression of all existing rambling dens and oplum and heroin smokin' divans, which are in reality, the "home" of those who have been forced to flee from Canton owing to the strict suppression" laws of the Canton Authorities.

11

When this work has been accomplished, the main problem will be how to discover and deal with the thousands of unem- ployed oplum and heroin addicts, embyro thieves and loafers?

Besides thieving for a living, many of these thousands of un- employed unfortunates and outcasts obtain their. Eving by sys- tematic and organized door to door begging.

They are a permanent pest, and a public nuisance and com- mon danger to all law-abiding citizens of the Colony.

It is said that the Colony's beg-

EXCELLENT "SPIES" These so-called beggars can also get as the sples of robbers and gangsters, and are so cunning and why. when making their daily rounds of visits to houses, that they are seldom noticed by the po- lice, when on duty. They ΜΟΥΣ about in different disguises, but | generally as common street coollies, with coolle women and babies as a blind.

These sham "coolles" generally wear an old conical felt hat to hide their eyes and features and carry a big bamboo pole to which is at- tached a piece of old rope and when they 'see a policeman ap-.. proach, they pretend to be "en gaged" in crossing and recrossing the road! મા

When the policeman is out of sight, they ascend the different

flats by crying and moaning for alms, and cents, or pretending to be blind and crippled.

The first thing for the Police Authorities to do is to put some smart Chinese detectives on their

round-up ̈and tracks, and then make a thorough these male and female "undesir- a clean, sweep of

ables," all street loafers being "marked" and questioned at the same time.

The whole pack should then be taken to a concentration "camp" In some suitable locality in Kow- loon, where they could be imme- In breaking dlutely employed stone for concrete (to be stored for local Government use on sale) or repairing roads to earn their Living.

If tenants attempt to scold or drive them away, they are met with curses and filthy language.

They also steal anything they come across, and nothing is safe in their presence.

"CHAIN GANG” SUGGESTION Beggars are thieves, and thieves are beggars, Are they to pe gaol- ed or are they to be banished from the Colony?

The Government would diso save itself from the trouble and annoy- ance of gaoling or banishing them. and they would be given chance to become reformed and honest citizens,

Hong Kong would then be per- manently freed of its plague of beggars, thieves and vagabonds, and its citizens would be able to reside in peace and freedom from, dally annoyance and disturbance.- LEX.

COUNTY "TEST" MATCH

BEGINS TO-DAY

R.W.V. Robins V. A.B. Sellers

A SPORTING CHALLENGE

(BY R. H. B.).

The eyes of the cricketing world will centre on the famous Oval ground for to-day sees the start of a four-day "Test" match between Yorkshire, winners of the County, championship, and Middlesex. The match has been brought about as the result of a sporting challenge made by R. W. V. Roblas, captain of Middlesex, to Brian Sellers, skipper of the Yorkshire side.

There had been a terrific struggle between these two County teams for championship honours for the 1937 season and it was "during this period that is, before Yorkshire actually had succeeded in annexing the title. that Middlesex issued the challenge.

On August 20, Robins's challenge was accepted by Sellers, on behalf of Yorkshire, the latter to select the ground. Each professional is to receive £16. Gate proceeds will be for charity.

Brian Sellers chose the Oval and to-day the great match will begin.-

Certain Home critics, by the way, were of the opinion that Middlesex. would win the championship. Wrote one such critic: "I were a gambler I would be prepared to lay a shade of odds on Middlesex".

The teams will probably be as follows:-

Yorkshire:-A, B. Sellers, But- cliffe, Hutton. Mitchell, Barber, Leyland, Turner. Wood. Robinson, Verity and Bowes.

Middlesex:-R. W. V. Robins, W.

"Apart from the fact that York- shire have the better pair of open- ing batsmen in Herbert Butcliffe and Hutton, I consider Middlesex the stronger all-round team In fact, if Middlesex could find reli- able openers, I would back them to. beat the next-best eleven players in England. That's what I think of.. Middlesex!" comments a Home sports writer.

It is stated that in spite of Sut- elife and Hutton. Middlesex, on present form, are a stronger bat- ting side than. Yorkshire, and where is there acolher, string of bowlers to compare with Smith.. Gray, H. G. Owen-Smith, R. W. V.

Sir Samuel Hoare On Specialisation

Warning To Police Cadets

Sir Samuel Hoare paid his first visit as Home Secretary to the Metropolitan Police College, Hen- don, recently. He expressed the opinion that in the future they would see Hendon College become an Imperial University for the En- pire police forces.

Speaking of the application of sclence to police work. Sir Samuel: said: "I was told that only a few weeks ago the evidence in a mur- der trial at the Old Bailey depend- ed very largely on, the scientific examination of a thread of red silk." He pointed out that a con- siderable advance had been made in the study and collection of anger prints in recent years.

"All that is to the good, so long as you hold the balance between theory and practice. between experience and study," between the head and the hand, and between

mind and body.

"We want scientine study and specialisation, but we do not want efther carried to the extreme point in which we forget human nature.
