"The outcome of this eagerness to push matters is the popular cry that technical and vocational schools should take precedence over a Malayan university. We agree with those who think that facilities for vocational instruction should be extended without undue delay. Care, however, has to be exercised or the time will come when the students from these schools will also be too numerous.
"The question of finance cannot possibly be put forward as an excuse for not providing a unversity seeing that the sum of nine. million dollars was spent on the Civil Aerodrome.
An Investigation
"We have heard it said." continues the Raffles College Magazine. "that our educational standard is too low, for a university to be form- ed. In contradistinction to this, we have the views of no less an au- thority than Mr. J. Watson, late Chief Inspector of English Schools. 8 S. and F. M. S., who said that the standard acquired by the better students of Rames College is considerably higher than that required for a pass degree in English universities.
"It is heartening to learn that an important step has been taken by the Government towards the ultimate establishment of a university, Dr. G. McOwan, a senior professor of Rames College. has been commissioned to undertake an investigation into the or- ganisation of engineering schools and colleges in the United King- dom. Dr. McOwan's report will be given earnest consideration by the Government. We can therefore sit back with the assurance that a Malayan university will come in time.

STEALING FROM SMALL GIRL
Soaring Prices
News of Sino-Japanese hostilities has had the general effect of forcing up the already high commodity prices in Malaya. Within the past fortnight the price of rice especially has risen rapidly to rates 32 per cent. In excess of the normal. Though rumours of scarcity are rampant as the result of devastating floods in the Mandalay area in Burma, where 75,000 acres of rice fields have been destroyed, an examination of the market suggests a variety of other causes.
In the first place reports from Blam reveal that there is a very poor harvest this season, and for fear of a shortage to meet local de-- mands merchants Siam ure reluctant to deal with orders from abroad. Secondly, there is active buying on the part of the Japanese in Malaya, as they fear that the Chinese, who almost entirely contral the rice markets, will attempt to boycott dealings with them.
All the above circumstances have, in their turn, given rise to a third and perhaps, more serious cause the attempt to make pre- valling circumstances the excuse for demanding a higher price.
